More choice, but who pays?

A draft bill on the restructuring of care for elderly and disabled people in England was announced in the Queen’s Speech to Parliament last week.
The BBC reported ministers as saying that the bill will put “people in control of their care and give them greater choice.” This sounds familiar, but the main issue of how social care is paid for is still unclear and it appears likely that the subject will not be addressed in the new Bill.

Are we surprised?
